Overview- Set of instructions for dealing with opposition
demonstrations. The memorandum, dated March 6, 1991, is from Baghdad
Security Headquarters to the Director General of the Dohuk
Governorate Security Directorate and his subordinates. The detailed
instructions state that the location of a demonstration should be
surrounded, the elevated points occupied, and demonstrators should
be shot at with the aim of killing 95 percent of them and saving the
rest for interrogation. Another instruction calls for the technical
unit [euphemism for chemical weapons] to be kept in reserve.
